The rules that trip up Annapolis landlords

Most non-owner-occupied rentals in Annapolis need a city rental license and have to pass a periodic inspection. Skipping it is the expensive shortcut: in Maryland, operating without a required rental license can bar you from using the courts to collect rent or pursue an eviction. The lease looks fine right up until the day you need to enforce it.

Older housing stock adds a second layer. A rental built before 1978 must be registered with the Maryland Department of the Environment's lead rental registry ($75 per unit as of 2026, renewed every two years), and plenty of Annapolis homes are old enough to qualify.

Security deposits run on their own clock. Since October 1, 2024 Maryland caps the deposit at one month's rent, and once the tenancy ends you have 45 days to return it with interest or mail an itemized list of what you withheld and why.
